The Construction Advancement Foundation of Northwest Indiana, Inc. (CAF) is a regional construction industry trade association with over 500 affiliated contractor companies. The CAF serves union contractors working in Lake, Porter, La Porte, Newton, Starke and Jasper counties in Indiana. Contractors affiliated with the CAF work primarily in the industrial, commercial, public works and institutional markets of the construction industry. The mission of the CAF is to serve the union construction industry of Northwest Indiana by enhancing quality through safety, education, and cooperation, and by advancing the economic environment and public politics which affect CAF contributors. To fulfill this mission, the CAF works on a broad range of program areas including safety advocacy, supervisory/management training, and labor management relations.

SAFETY

Reflecting the commitment its affiliated contractors have to safety in the workplace, the CAF operates an aggressive and comprehensive safety training program. Annually, the CAF provides over 10,000 man-hours of safety training to area contractors and craftsmen. CAF’s training covers all OSHA-required training topics. With its relationship with the OSHA Training Institute the CAF is able to issue OSHA certificates of completion for course work done at CAF. The CAF’s professional safety staff works with individual contractors to assist them in developing, implementing and managing results-oriented safety programs within their companies.

SUPERVISORY/ MANAGEMENT TRAINING

The CAF offers a wide variety of classes intended to sharpen the skills of management personnel for area contractors. Examples of CAF’s supervisory training classes include planning and scheduling, construction contracts and claims, productivity for superintendents, foremen and craftsmen, and current tax regulations and issues. The CAF has formed a partnership with the Northwest Indiana Business Roundtable to offer an intensive ten module series of management training classes - the Supervisory Training Program (STP). Each of the STP classes, designed by the Associated General Contractors of America are 16 hours in length and are presented by instructors with many years of practical experience in the field. This CAF/NWIBRT partnership is the only contractor association/owner associationsponsored STP program in the country.

ADVOCACY

Every level of government controls decisions which affect contractors. The objective of the CAF’s advocacy program is to give area contractors a voice in those decisions. By bringing the perspective of the contractor to public debates, the CAF is able to influence the outcome of these decisions in a way that protects the contractor’s interest. The CAF’s public policy agenda addresses many issues affecting the future of the region’s construction industry including transportation and other public works project funding, taxation, economic development, multi-employer pension liabilities, lien laws, and employee misclassification.

LABOR-MANAGEMENT RELATIONS

The long-term health of the union construction industry depends on labor and management working together to deliver quality at a competitive cost to project owners. The CAF and its staff works closely with the Northwest Indiana Building and Construction Trades Council, and individual union leaders. This relationship allows the industry to work cooperatively with union leaders to both take advantage of market opportunities and to resolve differences between labor and management before they escalate into problems on the work-site.
